Mr. C. Y. Fong has served as a Director since 1983 in the Board of the Analogue Group of Companies and is now the Managing Director of ATAL Engineering Limited with its core business in environmental engineering. Mr. Fong manages more than ten companies and six regional offices located in Shanghai, Beijing, Guangzhou, Nanjing and Macau. He has developed his team which consists of over 1,000 professional and associate engineers. His company now holds patented treatment process technology like ABBAF (Biological Aerated Filters) and ACROSS (High Rate Clarification) in China. The first full secondary sewage treatment plant in Hong Lok Yuen back in 1979 was built under Mr. Fong’s directorship. He has participated in the construction of various municipal water treatment and sewage treatment plants which jointly cover almost 70% of the whole Hong Kong’s sewage treatment facilities. In 2000, one of his water treatment works won the award of “Superior Achievement for Excellence in Environmental Engineer” given by the American Academy of Environmental Engineers. Under the leadership of Mr. Fong, ATAL Engineering Limited built the Low Level Radiological Waste Storage Facility at Siu A Chau and recently won a design-build-operate (DBO) contract by the Drainage Services Department for the Pillar Point Sewage Treatment Works. It is the first DBO contract awarded to the private sector. Mr. Fong is now the Project Director of two construction projects for the Harbour Area Treatment Scheme Stage 2A which focus on deodorization and sludge treatment facilities at Stonecutters Island Sewage Treatment Works.

Mr. Fong was a Committee Member of the Hong Kong Waste Management Association during 2004 ~ 2009. He is also active in training young environmental engineers and now serves as Deputy Chairman of the Hong Kong Institution of Engineers (HKIE) Environmental Discipline Advisory Panel and Member of the Regional Committee of International Water Association.
